Prof. Virgílio Almeida is the author of Governance for the Digital World (2020) and Algorithmic Institutionalism (2023), the latter of which argues for the democratization of algorithmic power.
He is an elected member of the U.S. National Academy of Sciences (NAS), one of the highest honors in science, in recognition of his contributions to computer science and the governance of digital technologies. He is also a member of the Brazilian Academy of Sciences (ABC) and The World Academy of Sciences (TWAS). In 2025, he received the inaugural UNESCO–Uzbekistan Beruniy Prize for Scientific Research on the Ethics of Artificial Intelligence in recognition of his contributions to the governance and ethics of AI. In addition to his work on digital governance, Prof. Almeida is an internationally recognized authority in computing systems performance. His influential book Capacity Planning for Web Performance (1989) has been adopted in graduate programs worldwide and translated into multiple languages. His current research combines theoretical analysis of institutional change with empirical studies of platform governance and the political and societal impacts of algorithms. On the theoretical side, he integrates political science and computer science to develop the concept of algorithmic institutions, particularly in the context of AI agent governance. On the empirical side, his work examines how large language models (LLMs) shape public discourse, with particular attention to their representation and dissemination of information on global challenges such as education and climate change
